DHSUD to meet homeowners groups over grassroots concerns

The Department of Human Settlements and Urban Development will begin holding dialogues with homeowners associations (HOAs) to address community concerns and strengthen grassroots participation in local development, the agency said Wednesday.

Supervising Senior Undersecretary Sharon Faith Paquiz, Undersecretary Roman Nicholo Molina, and HOA and Community Development Bureau Director Ling Rigor are set to lead consultations with various HOAs, starting in the National Capital Region.

The initiative follows the directive of DHSUD Secretary Jose Ramon Aliling for the department’s central office to engage directly with homeowners and local stakeholders.

"Alinsunod sa utos ni Pangulong Ferdinand R. Marcos Jr., mas ilalapit natin ang serbisyo sa mga HOAs upang ma-maximize natin ang kanilang potential bilang frontliners sa kanilang komunidad at ka-partner ng gobyerno sa nation-building," Aliling said.

"Mahalaga na well-informed at educated din ang mga HOAs ukol sa mga polisiya at guidelines ng DHSUD upang maiwasan ang problema at sigalot, at para maging mas productive at matatag ang ating mga HOAs," he added.

On Friday, the DHSUD will host a conference with members and officials of the Multinational Village Homeowners Association Inc. in preparation for its mandated election scheduled on January 25.

The HOA and Community Development Bureau is also set to conduct similar engagements with homeowners associations in Region IV-A, in coordination with the DHSUD Regional Office IV-A.

As of the end of 2025, more than 26,000 homeowners and neighborhood associations are registered with the DHSUD.

"These engagements with HOAs in the grassroots are part of the Department's efforts to keep all stakeholders well-informed, particularly home owners, about their rights and the importance of HOA registration to protect them," Paquiz said.

"We will sustain these dialogues to capacitate HOAs as partners in community development," she added.
