Two cops killed in shootout inside Abra police office — APPO

BAGUIO CITY — The Abra Provincial Police Office (APPO) confirmed a shooting incident that took place inside the Provincial EOD and Canine Unit (PECU) quarters, resulting in the deaths of two uniformed personnel.

The incident occurred on the evening of 10 November 2025 at the PECU office located at Casamata Hill, Zone 5, Bangued, Abra.

According to the police report, Police Staff Sergeant Ryan Calica, 37, was brushing his teeth when Police Lieutenant Jamieson Bulatao, 47, arrived and shot him. Bulatao then fired at Master Sergeant Edwin Bandoc but missed, prompting Bandoc to retaliate.

Calica, a native of Piddigan, Abra, sustained four gunshot wounds to the chest, while Bulatao, from Baguio City, suffered two gunshot wounds to the chest and abdomen. Bandoc and other officers immediately rushed both men to the Abra Provincial Hospital, where they were declared dead on arrival.

Abra PPO Provincial Director Charles Domallig has ordered a thorough and impartial investigation into the incident.

“Abra PPO does not tolerate any act of misconduct among its ranks, especially those involving the irresponsible use of firearms,” Domallig stressed.

The provincial director reiterated his call for all Philippine National Police (PNP) members to uphold the highest standards of conduct and professionalism to prevent similar incidents in the future.
