The operation reflects the PNP Focused Agenda, its framework for institutional transformation and effective police service, particularly its priority of Enhanced Managing Police Operations, which aims to strengthen intelligence-led efforts against security threats and wanted individuals.

Under the directive of President Ferdinand R. Marcos Jr., the PNP said it would continue intensifying its efforts against terrorism and criminality, reaffirming its commitment to "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman."
