TPPO installs new provincial director in turnover rites

The Tarlac Police Provincial Office (TPPO) held a turnover of leadership ceremony on 2 February 2026 at the Patrol Hall of the Multi-Purpose Building, Camp Gen. Francisco S. Macabulos in Tarlac City.

The ceremony was led by the Deputy Regional Director for Administration of Police Regional Office 3. During the event, Franklin P. Estoro formally turned over command to Joel L. Mendoza, who was installed as the new provincial director of the TPPO.

Among those present were retired Police Brig. Gen. Wilfredo Cayat, Police Col. Fe G. Greñas, chief of the Regional Police Records Management Division; Police Col. Miguel M. Guzman, chief of the Regional Anti-Cybercrime Unit 3; and Police Lt. Col. Rammel Ebarle, assistant division chief of the Regional Police Records Management Division.

Also in attendance were Lt. Col. Ernañie B. Martin (ARM), commanding officer of the 3rd Mechanized Infantry Battalion; Tarlac Sangguniang Panlalawigan member Henry Cruz; and Mayantoc Mayor Illuminado Pobre.

TPPO officials said the ceremonial transition underscores the police organization’s commitment to continuity, accountability and the strengthening of the chain of command within Police Regional Office 3.
