Bases Conversion and Development Authority (BCDA) President and CEO Joshua M. Bingcang emphasized the distinct strengths of Subic, Clark, Manila, and Batangas as key economic engines connected by the Luzon Economic Corridor (LEC).
Durign the second day of the LEC Investment Forum held at the New Clark City on 11 September 2026, the BCDA chief emphasized the need to build a strong, interconnected ecosystem across these growth nodes to unlock greater value, strengthen connectivity, and support the long-term viability of investments.
“These projects are meant to further strengthen partnerships among like-minded countries, as well as to create valuable opportunities in the Philippines,” said Bingcang. “This directly supports the vision of President Ferdinand R. Marcos, Jr. to expand business opportunities for all global partners who are considering the Philippines as their top investment destination.”
The said forum brought together global investors, industry leaders, and government partners from the United States and Japan, highlighting investment opportunities across the country’s most strategic economic corridor.
BCDA subsidiary leaders also presented key projects and investment opportunities along the corridor, including John Hay Management Corp. President and CEO Manjit Singh Reandi; Clark Development Corp. Assistant Vice President for Business Enhancement Rodem R. Perez; Clark International Airport Corp. Chief Business Development Officer Melissa D. Feliciano; and Poro Point Management Corp. VP Dr. Kate Bada.
The forum concluded with an investment immersion tour of New Clark City and the broader Clark region, giving delegates a firsthand look at the infrastructure, development opportunities, and strategic assets that position Clark as a key anchor of the Luzon Economic Corridor.
As the Philippines strengthens its economic links across Luzon, BCDA continues to build the infrastructure, partnerships, and investment ecosystem needed to support the country’s next phase of growth.
Meanwhile, Clark Development Corporation (CDC) President and CEO Agnes VST Devanadera emphasized that while fiscal incentives under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act are available across investment promotion agencies, Clark sets itself apart through seamless facilitation and investor care.
She highlighted Clark’s signature red carpet services, including automatic permit renewals, real-time import and export clearances, a one-stop shop for business requirements, and access to a talent pipeline from 29 educational institutions.
According to Atty. Devanadera, Clark’s competitive edge lies not only in attracting investors but, more importantly, in retaining them, enabling semiconductor and technology companies to expand within the Freeport’s established industrial ecosystem.
For projects under the Luzon Economic Corridor, these investor-focused measures evolve into “ultra red carpet services”, reflecting Clark’s commitment to supporting investors from entry to expansion and long-term growth.
Moderated by Department of Finance Undersecretary Ma. Angela Ignacio, the forum also featured Department of Finance Assistant Secretary Juvy Danofrata, Philippine Economic Zone Authority Director General Tereso Panga, and Philippine Board of Investments Director Sandra Marie Recolizado, who discussed how CREATE MORE incentives and streamlined facilitation measures are driving industrial development and investment across the corridor.
