President Ferdinand R. Marcos Jr. has appointed former Philippine National Police (PNP) Chief Nicolas Torre III as the new general manager of the Metropolitan Manila Development Authority (MMDA), according to Malacañang.

Palace Press Officer Claire Castro confirmed Torre’s appointment to reporters during a press briefing on Friday, noting that the latter will replace outgoing General Manager Procopio Lipana.

The MMDA, which is tasked with planning, supervising, regulating, and implementing policies, programs, and projects addressing metro-wide concerns, works closely with local government units across Metro Manila.

Torre, a career police officer, previously served as the PNP chief but was relieved of his post in August after he refused to comply with a National Police Commission order to reverse the reassignment of senior police officials. 

He is widely recognized for his operational experience, command background, and focus on law enforcement reforms and public safety.

Before leading the national police, Torre held several key leadership positions in regional and district commands, giving him extensive experience in urban security and inter-agency coordination.

In a separate statement, the MMDA welcomed Torre’s appointment, expressing confidence that his expertise in public service and law enforcement would strengthen the agency’s efforts in traffic management and public safety.

“Gen. Torre is a welcome addition to the MMDA family. I am sure he will be a big help to the agency,” MMDA Chairman Atty. Don Artes said.

The agency also extended appreciation to outgoing GM Procopio Lipana for his three years of service and contributions toward advancing key programs and institutional reforms at the MMDA.

Meanwhile, Interior and Local Government Secretary Jonvic Remulla noted that Torre would face mandatory retirement should he decide to pursue another government post in the future.

“Mandatory retirement if he chooses another job,” he said. 

With Torre at the helm, the MMDA reiterated its commitment to ensuring safe, efficient, and orderly mobility and development across Metro Manila.
