Muntinlupa City Mayor Ruffy Biazon pledged to make health and education the top priorities of his administration as the city transitions to its 11th City Council.

In a statement, Biazon said he is willing to scale back other government programs to redirect resources toward education and healthcare.

“Of course, without neglecting the other needs of our constituents. These cover various aspects of life, and all must be served. But the emphasis, the priority we’re giving to education and health, will be one of the defining marks of our term,” he said.

The mayor cited reforms implemented at the Ospital ng Muntinlupa during his term, reiterating that healthcare has been a core part of his platform since the 2022 campaign.

He also vowed to intensify the campaign to advance the FREE Service with a Smile — or Fast, Responsive, Effective, and Efficient service with a smile — which encourages government workers to provide respectful and courteous service to the public.

“Another policy that we will reinforce is the wearing of IDs where the name of the employee can be seen so that our constituents can say who are the ones they are referring to that are not showing good treatment toward them. That’s a campaign we will start today,” he added.

As the new City Council convenes, several key ordinances are being proposed.

Among these is the creation of an Early Childhood Education Division, which will be elevated into a full department focused on strengthening foundational learning for children.

Another proposed measure seeks to revise the distribution schedule of benefits for senior citizens. Instead of the previous quarterly disbursements, the release of assistance will now coincide with each beneficiary’s birthday.
