Strictly follow police operational procedures, Metro cops reminded

The National Capital Region Police Office (NCRPO) has reiterated its firm directive for all police personnel to strictly observe the Philippine National Police's (PNP) operational procedures in every police intervention, arrest, and law enforcement operation.

The reminder follows the incident involving four police personnel assigned in Taguig City who were relieved from their posts in connection with an alleged hulidap incident in Barangay Lower Bicutan, as well as the accountability of their immediate supervisor under the principle of command responsibility.

NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano stressed that police authority must always be exercised within the bounds of the law and established operational guidelines.

He reminded all police operatives to observe proper arrest procedures, respect the constitutional rights of individuals, exercise sound judgment during tense encounters, and ensure that every police action is supported by lawful grounds and conducted in accordance with established protocols.

Abrahano underscored that compliance with operational procedure is not merely a matter of following instructions but a fundamental obligation that protects the public, police personnel, and the integrity of the organization.

The NCRPO chief directed the Taguig City Chief of Police to conduct a thorough, impartial, and comprehensive investigation into the incident to establish the facts, determine the circumstances surrounding the alleged wrongdoing and file administratively or criminally complaint if necessary.

Abrahano stressed that police supervisors are expected to exercise proper oversight over their personnel, ensure compliance with operational procedures, and take appropriate action whenever irregularities or violations are reported or discovered.

He clarified that the administrative action is intended to ensure an impartial investigation and must not be taken as a final determination of guilt. Any finding of liability must be based on the evidence and established through the appropriate proceedings.

Abrahano reiterated that the NCRPO will continue to strengthen its internal cleansing efforts and hold personnel accountable for violations of the law, PNP rules, and professional standards.

He also called on all district directors, chiefs of police, unit commanders, and immediate supervisors to reinforce discipline within their ranks, regularly remind personnel of the proper operational procedures, and ensure that violations are promptly reported and acted upon.

The NCRPO chief emphasized that the organization’s commitment to public safety must be matched by accountability and integrity within its own ranks.
