  • Former secretaries of the Department of Health (DOH) was convened as "council of experts" to accelerate the implementation of the Universal Health Care (UHC) Act and ensure that its benefits are more directly felt by ordinary Filipinos.

    The Council is composed of former secretaries Esperanza Cabral, Manuel Dayrit, Jaime Galvez Tan, Rep. Janette Garin, and Carmencita Reodica.

    Former secretaries Enrique Ona, Paulynn Ubial, Francisco Duque 3rd, Teodoro Herbosa, and former officer-in-charge Maria Rosario Vergeire were not included in the council.

    Their insights will be used to sharpen reform priorities, address persistent bottlenecks, and strengthen the delivery of reforms that move UHC closer to households and communities.

    Also, the council will serve as a unique platform for strategic advice on major health sector priorities, with a particular focus on UHC implementation, in line with President Marcos' latest State of the Nation Address.

    Governance commitment

    Health Secretary Jose Pujalte Jr. said the creation of the council reflected the Department’s commitment to good governance, institutional continuity, and evidence-based policymaking as the Philippines advances its UHC agenda.

    Pujalte said that as they move forward with the implementation of the Universal Health Care Act, it is important that to draw from the wisdom, experience, and institutional memory of those who have helped shape the health system over the years.

    He added that the experts would help ensure that reforms would be anchored on continuity, good governance, and a clearer and more tangible impact on the lives of Filipinos.
