  • A total of 339 police personnel of the Police Regional Office 2 (PRO 2) were promoted under the First Cycle of the Calendar Year 2026 Second-Level Uniformed Personnel Regular Promotion Program during a simultaneous oath-taking, donning, and pinning of ranks ceremony held at the PRO 2 Parade Ground in Camp Marcelo A. Adduru on 29 July.

    The promotion program covered qualified Police Commissioned Officers (PCOs) and Police Non-Commissioned Officers (PNCOs) assigned to the Regional Headquarters, Police Provincial Offices, and the Santiago City Police Office.

    Of the total promotees, 114 were Police Commissioned Officers, including 53 Police Majors, eight Police Captains, and 53 Police Lieutenants. Meanwhile, 225 Police Non-Commissioned Officers advanced in rank, comprising one Police Executive Master Sergeant, 100 Police Chief Master Sergeants, 22 Police Master Sergeants, 45 Police Staff Sergeants, and 57 Police Corporals.

    The Cagayan Police Provincial Office recorded the highest number of promotees with 131 personnel, followed by the Isabela Police Provincial Office with 93. The Nueva Vizcaya Police Provincial Office had 36 promotees, while the Regional Headquarters accounted for 33.

    The Regional Mobile Force Battalion 2 had 14 promoted personnel, while the Quirino Police Provincial Office and Santiago City Police Office each recorded 13. The Batanes Police Provincial Office had six promotees.

    The ceremony opened with welcome remarks from Acting Deputy Regional Director for Administration Police Colonel Rodelio C. Samson. Police Colonel Tirso D. Manoli, chief of the Regional Personnel and Records Management Division, read the promotion orders and formally presented the newly promoted personnel.

    In his message, Regional Director Police Brigadier General Mariano C. Rodriguez reminded the promotees that higher ranks come with greater responsibility and accountability.

    He said promotions should not only be regarded as recognition of past accomplishments but also as a commitment to meet higher standards of public service. Rodriguez likewise underscored the importance of integrity, accountability, and ethical leadership, urging the newly promoted personnel to exercise their authority responsibly and uphold public trust.

    Rodriguez also expressed gratitude to the families of the promotees, acknowledging their sacrifices, encouragement, and unwavering support as vital to the professional growth and success of every police officer.

    The promotion rites underscored PRO 2's continuing efforts to recognize merit and strengthen the organization by developing competent, principled, and accountable police personnel committed to delivering responsive and trustworthy public service.
