A Russian national who is a staff member of the Embassy of the Russian Federation in the Philippines is now in hot water as he is facing a complaint for acts of lasciviousness filed by a Filipina.
The complaint was filed before the Taguig City Prosecutor's Office.
The complainant, whose real name is withheld to protect her identity, alleged that the respondent has touched her back and buttocks while waiting for an elevator at a condominium in Taguig City on 5 June 2026.
According to the complainant, she and the Russian national entered the same elevator, where she positioned herself in a corner as far away from him as possible.
She said that the respondent appeared to be drunk and intoxicated as she could smell a strong odor of alcoholic drink or liquor on him.
The respondent, the victim added, came closer to her inside the elevator and attempted to grab her hands and attempted to kiss her.
She further said that she did not consent to any physical contact and did not engage with the respondent in any manner, and repeatedly gestured for the respondent to move away and turned her face away in an effort to avoid his attempted kiss.
The complainant added that she cannot leave and move out the elevator because the respondent has cornered her. The respondent eventually exited the elevator after a few minutes upon arriving at the destination floor.
The victim has rejected a settlement offer from the respondent, including an apology, the staff member's removal from the condominium, and monetary compensation.
