‘Siomai King’ founder, partner not under current ICI review

Entrepreneur Jonathan Payawal So, known for his “Siomai King” brand, and business partner Carlito Macadangdang are not included in the current review by the Independent Commission for Infrastructure (ICI), officials confirmed.

According to TWG Chairman Usec. Aboy Paraiso, the pair are not among the more than 140 individuals being scrutinized, and their financial holdings are not under assessment at this stage.

This clarification follows earlier reports claiming freeze orders had been placed on numerous bank accounts and properties linked to the businessmen. An ICI official noted, however, that So and Macadangdang may be called in only after the investigation is complete.

The inquiry primarily targets irregularities in flood control projects handled by Topnotch Catalyst Builders, with the Department of Justice also reportedly monitoring potential connections involving the two entrepreneurs.

So and Macadangdang have denied any wrongdoing, stressing they are ready to respond to any allegations through proper legal channels.

The commission underscored that the ongoing review focuses on individuals identified through official records, and being outside the current list does not rule out future summons once further evidence is gathered.

Authorities have yet to announce when the investigation will conclude or if formal charges will be filed against those implicated.
