Capas orders closure of three livestock farms over complaints

The local government of Capas, Tarlac, ordered the closure of three livestock farms in Barangays Lawy and Manga on 06 November 2025.

The Joint Cease and Desist Order and Show Cause Order No. 01-2025 targets Tarlac Golden Dragon Piggery, Zhang Shi Piggery Farm, and Tarlac Huat Lai Piggery/Poultry Farm.

The directive follows complaints from residents on 29 October 2025, citing foul odors, an increase in flies, and contaminated water in nearby streams.

The Sangguniang Bayan had earlier issued Municipal Resolution No. 148-2025, recommending temporary closure of the farms due to potential health and environmental risks.

During the enforcement of the order, the local government instructed the Municipal Environment and Natural Resources Office (MENRO), Public Safety and Monitoring Office (POSMO), Barangay Planning and Liaison Office (BPLO), Municipal Engineering Office (MEO), Municipal Health Office (MHO), Assessor’s Office, Legal Office, Bureau of Fire Protection (BFP), Capas Municipal Police Station (MPS), and the Office of the Mayor to personally deliver and post the cease and desist tarpaulins at the farms.

While investigations continue, the farms are allowed to receive food and water for existing livestock, but no new animals may enter, and operations must remain suspended. POSMO and Capas MPS personnel are deployed to ensure compliance.Three livestock farms were ordered to close down by the local government in Barangays Lawy and Manga in the town of Capas, Tarlac, on November 6, 2025.

The said Joint Cease and Desist Order and Show Cause Order No. 01-2025 was issued to three piggery and poultry farms identified as Tarlac Golden Dragon Piggery, Zhang Shi Piggery Farm, at Tarlac Huat Lai Piggery/ Poultry Farm.

The order stemmed after residents of the two barangays complained of foul odor, increase in number of flies, and contaminated water flowing thru the streams on October 29, 2025.

The Sangguniang Bayan sa pamumuno has earlier issued Municipal Resolution No. 148-2025, recommending the Office of the Mayor to temporarily close the said farms due to the dangers they pose to the health of the public and environment.

During the implementation of the cease and desist order, the local government ordered the MENRO, POSMO, BPLO, MEO, MHO, Assessor’s Office, Legal Office, BFP, Capas MPS, and Office of the Mayor to personally deliver and post the tarpaulins of the Cease and Desist Order at the three establishments.

While the investigation is being conducted on the areas, the local government is allowing the entry of food and water of the livestock inside the farms, but bans the entry of new livestock or continuation of their operation.

Personnel from the POSMO and Capas MPS are deployed to ensure that these farms adhere to the order.
