The provincial government has immediately ordered the preemptive evacuation on high-risk and vulnerable areas of Pampanga.

The Provincial Disaster Risk Reduction Management Council (PDRRMC) issued Memorandum No. 2026-66, ordering all city and municipal mayors of the province for the "Immediate conduct of pre-emptive and forced evacuation and other precautionary measures in high-risk areas of the province."

The said preemptive evacuation order was prompted by the Red Warning Level that was issued earlier by the DOST-PAGASA. The order was issued by Governor Lilia “Nanay” Pineda, who is also the PDRRMC Chairperson.

The Red Rainfall Warning means that 50-100mm of rainwater will fall in the province up to noon of 31 August 2026.

She urged everyone to follow the order and seek shelter at evacuation centers in their respective LGUs and barangays, prepare important items and emergency kits, and continue to monitor official advisories.

The governor conducted an inspection at the Sto. Cristo Dam in the town of Lubao, Pampanga to check the safety of the residents who are possibly affected by the overflow.

According to National Irrigation Administration (NIA), the dam could not handle the large volume of water coming from upstream. Due to this, overshooting and rerouting of water have damaged the slope protection and retaining wall of the dam.

During the inspection, forest and agricultural debris gathered and blocked the dike openings that affected the flow of water.
