Aurora approves landmark human rights ordinance

  • The Sangguniang Panlalawigan of Aurora has approved on third and final reading the Human Rights Promotion and Protection Ordinance, creating a Provincial Human Rights Action Center (PHRAC) to strengthen the protection of human rights in the province.

    The ordinance was approved during the provincial board's 55th Regular Session on 4 August. It was authored by Vice Gov. Atty. Patrick Alexis Angara.

    The measure establishes the Provincial Human Rights Action Center, which will receive, assess and refer complaints involving alleged human rights violations. It will also implement human rights education campaigns and provide support programs for victims and witnesses.

    Angara said the provincial government will allocate funding and deploy trained personnel to ensure residents have access to fair and responsive services.

    During the same session, the provincial board also reviewed and endorsed four memoranda of agreement initiated by Gov. Isidro P. Galban.

    These include a ₱5.8-million livelihood project with the Department of Agriculture to support goat farming in San Luis; a ₱19.83-million agreement with the Department of Health to upgrade facilities and medical equipment at Aurora Memorial Hospital; a partnership with Aurora GEMS to implement programs for women and youth; and an agreement with three coastal municipalities to strengthen efforts against violence against women and children.

    Lawmakers also deliberated on budget adjustments and supplemental appropriations, emphasizing prudent, transparent and people-centered spending.

    "Good governance is not just about passing laws. It is about turning these laws into real protection, better health, and lasting livelihood for every Auroran," Angara said.

    Provincial officials said they remain committed to sustaining essential public services and implementing programs that directly benefit residents despite ongoing economic challenges.
