DHSUD, DEPDev issue IRR on updated socialized housing price ceiling
The Department of Human Settlements and Urban Development (DHSUD) and the Department of Economy, Planning, and Development (DEPDev) have issued the Implementing Rules and Regulations (IRR) for the updated socialized housing price ceiling, reinforcing the government’s push for President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
The IRR gives full effect to Joint Memorandum Circular No. 2025-001, signed by DHSUD Secretary Jose Ramon Aliling and DEPDev Secretary Arsenio Balisacan, which adjusted the maximum selling prices for socialized housing projects. The circular was released on December 1, 2025, while the IRR was issued on Monday.
Under the IRR, the maximum selling price is set at P950,000 for socialized subdivision or horizontal housing projects, and up to P1.8 million for socialized condominium or vertical developments. The adjustment reflects prevailing construction and development conditions while ensuring affordability for Filipino families.
Secretary Aliling said the issuance of the IRR ensures policy continuity and regulatory clarity for the sustained rollout of the Expanded 4PH Program.
“This IRR keeps housing delivery on track. We aligned policy with present conditions to remove uncertainty and maintain steady implementation. Both private partners and families deserve clear rules and consistent action,” Aliling said.
“Dahil sa mabilis na aksyon ng DHSUD at DEPDev, nailabas ang IRR sa loob lamang ng tatlong linggo. Patunay ito sa commitment ng Pangulong Marcos Jr. na mas maraming pamilyang Pilipino pa ang matulungan magkaroon ng sariling tahanan,” he added.
Aliling emphasized that DHSUD remains focused on delivering safe, quality, and decent homes through people-centered policies and consistent execution.
“Ang aming serbisyo ay patuloy na nakatuon sa bawat pamilyang Pilipino. Lahat ng hakbang ng DHSUD ay layuning maibigay sa kanila ang ligtas, maayos, at disenteng tahanan, at tiyakin ang kanilang kapanatagan sa bawat yugto ng pagkakaroon ng sariling tirahan,” he said.
The IRR also outlines agency responsibilities, strengthens inter-agency coordination, and reinforces compliance and monitoring standards to support effective implementation of the Expanded 4PH Program at both national and regional levels.
Secretary Aliling reiterated that DHSUD’s mandate remains anchored on service, dignity, and accountability.
“Ang bawat patakaran ay nakatuon sa ligtas, maayos, at disenteng tahanan. Iyan ang paninindigan ng DHSUD para sa bawat pamilyang Pilipino,” he said.
