President Ferdinand Marcos Jr. has appointed Gilbert Cruz as the new administrator of the Office for Transportation Security (OTS), the former official confirmed to reporters Wednesday.
Cruz will hold the position of Administrator III at the OTS, an attached agency of the Department of Transportation (DoTr), according to a letter dated 22 October 2025.
Cruz previously served as the Executive Director of the Presidential Anti-Organized Crime Commission. During his tenure at PAOCC, he notably led the crackdown on Philippine offshore gaming operations, which President Marcos banned in 2024.
Cruz replaces Undersecretary Arthur Bisnar, who has been reassigned to the Department of Public Works and Highways.
