

The Quezon City Police District (QCPD) has filed criminal charges against officials and employees of JCRV Properties Inc./JCRV Land and Holdings Inc., Atherton Condominium Corporation, Smart Communications Inc., and Edgepoint Towers Inc. in connection with the falling debris incident along Tomas Morato Avenue on 12 August 2025.
The incident claimed the life of one minor and injured two others after a portion of concrete from the upper part of Atherton Place Condominium fell and struck the victims.
To establish accountability, QCPD created a Special Investigation Team (SIT) that worked with technical experts and government agencies to gather evidence, assess the building’s condition, and identify those responsible. The team also collected sworn statements from witnesses and representatives of the involved entities while coordinating with the victims’ families.
Following a thorough investigation, QCPD filed a criminal complaint for reckless imprudence resulting in two counts of serious physical injuries before the Quezon City Prosecutor’s Office on October 16, 2025.
QCPD Acting District Director Col. Randy Glenn Silvio commended the investigators for their dedication and expressed sympathy to the victims and their families.
“We owe it to the victims and their loved ones to ensure that justice is served. This filing reflects our firm commitment to hold accountable those whose negligence endangers others,” Silvio said.
