Quezon City Police District (QCPD) Acting Director P/Col. Randy Glenn Silvio on Friday said they now have in custody the primary suspect in the killing of a House of Representatives official.

Silvio told DAILY TRIBUNE that the suspect, 35, with alias “Glenn Balbido Robredo,” was arrested along with an alleged accomplice, 26, during a buy-bust operation on 15 July 2025, at Northview 1, Batasan Road, Quezon City.

The suspects, Silvio said, were collared in a buy-bust operation based on intelligence about Bayhonan’s alleged illegal firearms trade. The operation was carried out by composite QCPD teams, the District Intelligence Division (DID), and the Criminal Investigation and Detection Unit (CIDU), with support from Malabon police.

According to the report, the operation stemmed from a tip by a concerned citizen who informed the DID that the suspects were seeking prospective firearms buyers and had promised a commission to the informant. Acting promptly, QCPD launched an entrapment operation.

Despite initially agreeing to meet in Malabon, the suspects changed locations twice and ultimately directed the police poseur buyer to Northview, Quezon City for the actual transaction.

At 9:45 PM, the suspects were arrested. From the main suspect, police recovered a loaded .9mm Colt MK-4 pistol, an MK2 hand grenade, multiple IDs under the alias “Glenn Robredo,” and photos of him in a security guard uniform. From the accomplice, police recovered marked buy-bust money, three IDs under the surname “Vargas,” a mobile phone, and personal items.

Silvio said neither suspect presented licenses for the firearm or explosive. Arrest procedures were documented using an Alternative Recording Device, with barangay officials present. The SECU-EOD team inspected the grenade.

The suspect has been positively identified as the gunman in the 15 June shooting of Director Mauricio “Morie” Pulhin, Chief of Technical Staff of the Committee on Ways and Means of the House of Representatives.

Pulhin was shot during a birthday party inside Don Jose Heights Subdivision, Barangay Commonwealth.

Silvio said the suspect is also linked to another shooting incident in Caloocan City on 26 June 2024.

Both suspects underwent medical examinations and are now in CIDU-QCPD custody. Charges for illegal possession of firearms and explosives (RA 10591 and RA 9516), use of fictitious name (Article 178, RPC), and murder are being filed. No bail is recommended for the murder case, which is now pending before the Quezon City Prosecutor’s Office.

“This significant accomplishment reflects the swift and responsive public service of the Chief PNP, as the QCPD immediately acted on the report, which led to the arrest of the suspects. For this, we assure the public of our continued vigilance and commitment in maintaining peace and order in the city, as we bring perpetrators of violent crimes to justice,” Silvio said.
