Aliling: New NHA charter a major boost to 4PH housing program

Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling on Thursday welcomed the signing into law of the “National Housing Authority Act,” calling it a huge boost to the recalibrated Pambansang Pabahay para sa Pilipino (4PH) program.

Aliling thanked President Ferdinand R. Marcos Jr. for signing Republic Act No. 12216 on May 29, which expands the mandates of the National Housing Authority (NHA) and extends its corporate life for another 25 years, effective July 31, 2025.

“We thank the President for signing RA 12216. The NHA, as a key shelter agency of DHSUD, will greatly boost the recalibrated 4PH since it will play a vital role in the production of housing units under the flagship program,” Aliling said.

“As we now include horizontal developments in the expanded 4PH modalities, we anticipate the NHA to play a bigger role in the production and financing of resilient, livable, and sustainable housing communities,” he added.

RA 12216 requires the NHA to release new Implementing Rules and Regulations (IRR) within 90 days of its enactment.

Among the law’s key provisions is the inclusion of two expert members with backgrounds in housing, urban planning, and development to sit as parallel members of the NHA Board—an innovation expected to enhance private sector input in policy and program design.

The reorganized NHA will also now have three assistant general managers, compared to just one previously, to help improve day-to-day operations and project delivery.
