BDO Unibank Inc., one of the Philippines' leading financial institutions, has announced key leadership changes as part of its strategic efforts to enhance operations, strengthen digital transformation, and maintain its competitive edge in the banking sector.

During its board meeting on 31 January 2025, the bank confirmed the appointment of several high-caliber executives to key positions.

New Leadership Appointments

Arnold Quismorio Bengco has been appointed as Executive Vice President (EVP) and Deputy Treasurer, effective 17 February 2025. Bengco brings over 28 years of experience in the financial sector, having previously served as EVP and Head of the Financial Markets Segment at Security Bank. His career spans various leadership roles at prominent institutions such as Temasek Holdings (Singapore), Barclays Singapore, OCBC Bank, Dymon Asia Capital, and Citibank across Singapore and the Philippines. With his extensive background in financial markets and portfolio management, he is expected to play a crucial role in BDO’s treasury and financial strategy.

Taking on another key role is Rufus Pinto, who has been named Senior Vice President (SVP) and Head of the Enterprise Services Group, effective 3 March 2025. Pinto, a Certified Practicing Accountant (CPA) from CPA Australia, previously served as ANZ’s Country Head for India and held various leadership positions in ANZ Philippines, ANZ Laos, Westpac Institutional Bank, and Standard Chartered Bank. His expertise in banking operations and financial services management will be instrumental in optimizing BDO’s enterprise services.

BDO has also promoted Paul John Siy as Chief Information Officer (CIO) and Head of the Information Technology (IT) Group, effective 3 February 2025. His appointment is pending approval from the Bangko Sentral ng Pilipinas (BSP). Siy, who has over 30 years of industry experience, has been with BDO for more than five years, leading infrastructure and operations under the IT Group. His expertise in digital banking, cybersecurity, and IT infrastructure development positions him as a key driver of BDO’s ongoing digital transformation. He has also worked with global financial institutions such as JPMorgan Chase, Macquarie Bank, and Citibank.

In addition, Frederic Mark S. Gomez, formerly the Head of the IT Group, will transition to a new role under the Office of the President, focusing on enterprise-wide projects and initiatives.
