Ex-Naval commander eyes Batanes congressional seat

BATANES — Former Northern Luzon Naval Command chief Ike De Sagun has filed his Certificate of Candidacy for district representative in the upcoming Batanes special elections, seeking to translate his military background into legislative action for his home province.
De Sagun, a native of Itbayat, outlined a four-point legislative agenda centered on maritime security, infrastructure modernization, relaxed building regulations and improved telecommunications.
Drawing from his career in national defense, De Sagun stressed the need for stronger government policies to safeguard Batanes' maritime borders, curb illegal fishing and prevent the unauthorized entry of foreign nationals.
He maintained that national security and local livelihoods must be advanced in tandem.
To address housing constraints, De Sagun proposed amending regulations governing construction and natural resources to remove administrative barriers for residents building homes while preserving local environmental safeguards.
The candidate also identified telecommunications upgrades as a key economic driver, pointing to high-speed internet as a tool to foster remote work, digital education and online enterprise for the province's youth.
For essential utilities, De Sagun suggested establishing a local Public-Private Partnership office to attract qualified partners for modernizing electricity and water systems under strict transparency and environmental standards.
De Sagun said his campaign will focus on addressing the distinct geographic and logistical challenges facing the island province.
"If given the mandate to represent Batanes, I will work for legislation that protects our communities, supports local livelihoods and creates better opportunities for the next generation of Ivatans," De Sagun said.
