The National Capital Region Police Office (NCRPO) reaffirmed its zero-tolerance policy for harassment, intimidation, discrimination, and any form of inappropriate behavior by police personnel, particularly against women, children, and other vulnerable individuals.

NCRPO Officer-in-Charge Police Brigadier General Christopher Abrahano directed all police district directors, station commanders, and unit heads to reinforce professional standards of conduct, ensure proper supervision of personnel.

He likewise reminded every member of the organization that the authority granted by the badge and uniform must never be used to intimidate, humiliate, or exploit any member of the public.

“Every person who seeks assistance from the police deserves to be treated with dignity, fairness, and respect. Women, children, and vulnerable individuals must feel safe when dealing with our personnel. The uniform represents public trust and responsibility, not a license to abuse authority or disregard the rights of others,” Abrahano said.

The NCRPO police chief emphasized that police personnel are expected to maintain professionalism, exercise restraint, and observe appropriate conduct in every interaction with the public, whether during law enforcement operations, routine police duties, or the handling of complaints and requests for assistance.

He further instructed supervisors to remain vigilant in monitoring the conduct of their personnel and to act promptly on complaints involving alleged harassment, intimidation, discrimination, or other forms of misconduct. Complaints must be properly documented, assessed, and referred to the appropriate investigative or disciplinary offices, as warranted. Cases involving possible violations of law must likewise be referred to the competent authorities for appropriate action.

Abrahano stressed that supervisory accountability is essential in preventing misconduct and ensuring that complaints are not ignored, dismissed, or handled in a manner that discourages victims from coming forward.

He also called for continued personnel reminders and appropriate guidance on the rights of women and children, the protection of vulnerable persons, and the professional standards expected of every police officer.

“Accountability must be observed at every level. We will not tolerate conduct that undermines public confidence in the police. Every complaint deserves proper attention, impartial assessment, and appropriate action based on the facts and applicable rules,” he added.

The NCRPO also encouraged individuals who experience or witness inappropriate conduct by police personnel to report the matter through appropriate police complaint channels or the relevant oversight authorities. Reports will be handled in accordance with established procedures, with due consideration for the safety, privacy, and dignity of complainants, especially children and other vulnerable persons.
