The proposed P10.7-billion Civil Aviation and Immigration Security Services project is designed to enhance existing government border systems rather than duplicate them, according to Nate Carpenter, chief technology officer of developer Securiport LLC.

Speaking on the sidelines of the International Civil Aviation Organization Traveller Identification Programme Symposium in Montreal, Carpenter addressed concerns regarding potential overlaps with government-funded infrastructure, including the Bureau of Immigration's P1.347-billion Phase II e-gate expansion.

Carpenter explained that the CAISS technology is engineered to integrate directly into the government's current ecosystem, serving as a operational force multiplier rather than a replacement for established agency infrastructure.

While the Bureau of Immigration's (BI) current Advance Passenger Information system covers 97.88 percent of international flights entering the country, agency officials cited that the CAISS upgrade introduces real-time interactive data alongside Passenger Name Record information.

The integrated framework allows border control to analyze booking patterns, payment methods, and historical travel data hours prior to departure, shifting verification protocols from simple one-to-one passport checks to advanced one-to-many biometric scanning.

The multi-agency platform is planned for eventual deployment across international airports, sea terminals, and southern maritime borders nationwide.

The BI targets initial rollout starting as early as December, with full system modernization planned over a three-year period.
