  • Philippine National Police (PNP) chief Police General Jose Melencio Nartatez Jr. announced Wednesday that the police force is strengthening its anti-kidnapping capabilities by expanding specialized investigative and crisis negotiation training across field units.

    Nartatez commended the PNP Anti-Kidnapping Group following the completion of a two-week specialized training program conducted in partnership with the German Embassy.

    The course, held from 20 to 31 July in San Juan City, covered crisis communication, victim-based risk analysis, social media negotiations, financial investigations and the operational use of artificial intelligence.

    German experts led lectures, case studies, and tabletop exercises designed to enhance crisis response tactics.

    “I have directed the Anti-Kidnapping Group to cascade the best practices and techniques learned during the training to field units,” Nartatez said.

    “The best practices and techniques they learned will be integrated into our investigative procedures, crisis negotiation protocols and operational planning to further improve our capability to safely resolve kidnapping incidents and bring offenders to justice,” he added.
