The Department of the Interior and Local Government (DILG) on Monday issued the implementing guidelines for President Ferdinand R. Marcos Jr.'s Bawat Barangay Makikinabang Program (BBMP), paving the way for the nationwide rollout of the initiative benefiting more than 42,000 barangays.

Under DILG Memorandum Circular No. 2026-038, each barangay will receive P200,000 from the Office of the President through the Socio-Civic Projects Funds (SCPF).

Half of the allocation, or P100,000, will fund the Bagong Pilipinas Barangay Scholars Program, allowing each barangay to provide a P20,000 "Finisher Fund" to five incoming fourth-year college students for School Year 2026–2027.

Eligible beneficiaries must be bona fide residents of the barangay and belong to vulnerable households at risk of dropping out of school, with priority given to families without a college graduate.

The remaining P100,000 will support barangay development priorities, including the purchase of public service equipment, office equipment, streetlighting facilities and disaster risk reduction and management equipment.

The guidelines prohibit the use of the funds for infrastructure projects, honoraria, salaries, wages and other personnel-related expenses.

The DILG said the guidelines are intended to ensure the transparent, accountable and efficient implementation of the program while helping barangays invest in education and community development in line with the Bagong Pilipinas agenda.
