ICI submits Ombudsman report on alleged flood control corruption

Independent Commission for Infrastructure (ICI) Chairperson Andres Reyes, accompanied by volunteer PAO lawyers, submitted on Wednesday, 29 October 2025, their recommendation to the Office of the Ombudsman following the investigation into alleged large-scale corruption in flood control projects. The submission urges the Ombudsman to file charges against Senators Joel Villanueva and Jinggoy Estrada, former Ako Bicol Party-list Representative Zaldy Co, and former Caloocan 2nd District Representative Mitch Cajayon-Uy for their alleged involvement in anomalous and “ghost” flood control projects.
