All 24 members of the 20th Congress have released their Statements of Assets, Liabilities, and Net Worth (SALN), completing the Senate’s full disclosure two weeks after the Office of the Ombudsman lifted restrictions on public access to the financial documents of government officials.

On Tuesday, 19 senators granted the media access to their SALNs. Senate Minority Leader Alan Peter Cayetano, Senator Imee Marcos, and Senator Ronald “Bato” dela Rosa were the last to file their SALNs on Wednesday, finalizing the list.

Imee Marcos, sister of President Ferdinand “Bongbong” Marcos Jr., declared a net worth of P164.99 million — all assets, with zero liabilities — as of 30 June 2025.

Her personal properties include vehicles, jewelry, paintings, furniture, and antiques worth P90.72 million, while her real properties total P74.26 million.

Marcos also disclosed her business ties with several entities, including Marcos Presidential Center Inc., The Imelda R. Marcos Collection Inc., IPROD Inc., Creative Media and Film Society of the Philippines Inc., and Amigos Familiares Y Socios Inc.

She listed 10 relatives in government, among them Ilocos Norte Vice Governor Matthew Manotoc and House Speaker Ferdinand Martin Romualdez.

Cayetano declared a net worth of P109.13 million as of 31 December 2024. His assets totaled P110.66 million, comprising P97.75 million in personal properties and P12.90 million in real properties, offset by a P1.53-million housing loan.

Cayetano, who serves alongside his sister Senator Pia Cayetano, also has business ties with Philippine Art Nation Inc., where he has been an incorporator since 2019. His wife, Lani Cayetano, is the mayor of Taguig City.

Dela Rosa, a former Philippine National Police chief, declared a net worth of P32.29 million as of 30 June 2025.

His total assets reached P61.31 million, including vehicles and firearms worth P16.62 million and real estate worth P44.68 million. His liabilities, mostly housing and personal loans, amounted to P29.02 million.

Dela Rosa also has business interests in Public Safety Savings and Loan Association Inc., Armed Forces of the Philippines Savings and Loan Association Inc., and Johnson Farms Corp.

He listed 14 relatives working in government, 10 of whom are employed in the Senate.

20th Congress wealth rankings

Public records show that Senator Mark Villar remains the richest among his colleagues, declaring a net worth of P1.26 billion as of 31 December 2024 — all assets, with no declared liabilities.

Villar, whose family owns the Vista Land & Lifescapes property empire, has consistently topped the Senate’s wealth rankings in recent years.

He is followed by Senator Raffy Tulfo, with a declared net worth of P1.05 billion, and his brother, Senator Erwin Tulfo, with P497 million.

Rounding out the top five are Senate President Juan Miguel “Migz” Zubiri with P431.77 million and Senator Camille Villar with P362.07 million.

Next on the list are Panfilo Lacson with P244.94 million, Robin Padilla with P244.04 million, Jinggoy Estrada with P221.21 million, Lito Lapid with P202.03 million, and Vicente “Tito” Sotto III with P188.86 million.

Imee Marcos follows with P164.99 million, trailed by JV Ejercito with P137.07 million, Pia Cayetano with P128.29 million, and Alan Peter Cayetano with P109.13 million. Completing the top 15 is Sherwin Gatchalian, who declared P89.52 million.

Further down the list are Bam Aquino with P86.55 million, Loren Legarda with P79.21 million, Rodante Marcoleta with P51.96 million, Joel Villanueva with P49.50 million, Bong Go with P32.43 million, Ronald “Bato” dela Rosa with P32.29 million, and Francis “Kiko” Pangilinan with P26.73 million.

At the other end of the list, Senators Risa Hontiveros and Francis “Chiz” Escudero posted the lowest declared net worths of P18.98 million and P18.84 million, respectively.
