CAPAS, Tarlac – A Mega Health Center is being eyed for construction inside New Clark City as part of the government’s thrust to expand healthcare services in Central Luzon.

According to Bases Conversion and Development Authority (BCDA) President and CEO Joshua M. Bingcang, the project aims to expand the government’s healthcare reach in the region.

The BCDA has partnered with the local government of Capas, with Bingcang recently meeting with Mayor Atty. Roseller Rodriguez. The two institutions are proposing to build the medical facility on a one-hectare area within New Clark City.

The Department of Health (DOH) is set to fund the infrastructure project, while the Department of Public Works and Highways (DPWH) will oversee bidding and construction.

Bingcang added that once completed, the Mega Health Center’s operations and maintenance will be turned over to the municipal government of Capas.

“This project strengthens our shared goal of making essential services more accessible to Filipinos. With the Capas municipal government funding the facility and BCDA providing the land, this health center will be a product of true public sector synergy,” said Bingcang.

The initiative forms part of BCDA’s broader commitment to building smart, inclusive, and resilient communities through intergovernmental collaboration.

The planned health center is expected to serve as a critical addition to New Clark City’s growing infrastructure, offering expanded medical services to both urban and rural communities in Tarlac.

New Clark City currently offers healthcare through the University of the Philippines-Philippine General Hospital (UP-PGH) Sports Medicine and Wellness Center, which provides basic medical and dental services. The facility is set for future expansion into a 200-bed hospital.

The Mega Health Center project aligns with the United Nations Sustainable Development Goal (UN SDG) 3: Good Health and Well-being, which aims to ensure healthy lives and promote well-being for all at all ages. It also supports SDG 11: Sustainable Cities and Communities by contributing to inclusive and resilient urban development through accessible health infrastructure.
