12 police linked to ‘Totoy’ to face suspension — Calinisan

National Police Commission Vice Chairperson and Executive Officer Rafael Vicente Calinisan said the 12 police officers implicated by Julie Patidongan, alias “Totoy", will be put under preventive suspension over possible administrative cases that will be filed against them.

Though he has yet to review the complaint, Calinisan said based on the testimony of Patidongan, 12 police officers may face administrative charges for grave misconduct and conduct unbecoming of a police officer.

"Assuming yung mga sinalaysay ni Dondon yun yung nakalagay sa affidavit, ang most likely na kaso ay grave misconduct at conduct unbecoming of a police officer,” Calinisan said.

“Ang penalties noon ang pinakamababa ay suspension, ang gitnang penalty ay demotion, ang pinakamabigat na penalty doon ay dismissal from the service,” he added.

Patidongan said the implicated cops were involved in the abduction and transport of the sabungeros from farms to Taal Lake.

“Itong mga pulis na ito. Sila ang mga kumukuha ng mga missing sabungero galing sa farm. Sila ang nagdadala doon sa Taal Lake,” Patidongan said.

Patidongan alleged that the police officers were allegedly being used in the abductions of sabungeros and cops were allegedly paid to carry out the orders.

When asked why these policemen were tapped to reportedly abduct and kill the cockfighters and if they were linked to other illegal activities before.

“Pinakilala nga yan sa akin, major pa yan non si [Police Lieutenant Colonel Ryan Jay] Orapa pinakilala sakin ni Col. [Jacinto] Malinao [Jr.] dahil yan si Col. Malinao kaibigan yan ni Engineer Celso Salazar close yan sila dun nagsimula lahat ng pangyayari,” Patidongan said.

“Kasi sila yung taga-ligpit sa war on drugs noon, that's it,’ he added.

Salazar, along with Charlie “Atong” Ang and Eric Dela Rosa, is among the alleged masterminds named by Patidongan.

Orapa and Malinao, on the other hand, were among the 12 police officers named in the complaint affidavit Patidongan lodged before the Napolcom.

Patidongan said around 30 more inactive cops were involved in the disappearance of the sabungeros.

Asked if there are involved police officers in higher ranks, Patidongan said retired Police Lieutenant General Jonnel Estomo.

“Si General Estomo, siya ay miyembro ng Alpha. Yang si General Estomo, isa yan sa nag-udyok kay Mr. Atong Ang na ‘Boss, patayin mo na si Dondon Patidongan para matapos na yung problema mo na yan’,” Patidongan said.

“May monthly yan sila kasi Alpha nga. Kapag sinabing Alpha kasama siya sa hatian na P70 million pero tatlo silang grupo siguro hati-hati sila sa P70 million a month,” he added.
