
City of San Fernando, Pampanga – The Department of Labor and Employment (DOLE) Pampanga Field Office conducted a labor education seminar for hospitality businesses at Greene Manor Hotel on June 24, 2025, to promote stronger compliance with labor regulations.
Titled “Building a Strong Workforce: Labor Education for Pampanga’s Food and Accommodation Sector,” the session gathered 49 business owners, managers, and representatives from the hospitality industry. It is part of DOLE Pampanga’s Strategic Compliance Plan, which emphasizes proactive education alongside labor inspections.
Senior Labor and Employment Officer and Labor Inspection Auditor Limuel Gutierrez discussed Department Order No. 252 and the new Implementing Rules and Regulations (IRR) of Republic Act 11058, tailored for the hospitality sector.
Meanwhile, Paolo Franco Magtoto, Senior Labor and Employment Officer from DOLE Region 3's Legal Services Unit, lectured on termination procedures and management prerogatives. He emphasized due process in employee dismissal and explained grounds for just termination, such as grave misconduct and insubordination.
DOLE Pampanga Provincial Head May Lynn C. Gozun thanked the participants during her closing remarks and reiterated DOLE’s commitment to supporting the food and accommodation sector, which she said plays a vital role in the province’s economy.
Also present were Labor Inspectors Fernando Mallari IV, Danz Bautista, Christian Michael Siron, Allen Malit, Assistant Labor Inspector Karl Louisse Mangune, and Labor and Employment Officer III Camille Zantua. The event was organized by TUPAD Coordinator Eljay Benedicto, who also served as secretariat.
