Baguio safety officers charged with sexual harassment

BAGUIO CITY — The Office of the Prosecutor in Baguio City recommended that a member of the City Public Order and Safety Division (POSD) be indicted with three counts of violation of the “Safe Spaces Act” or the Republic Act 11313.
The head of the Baguio POSD, meanwhile, was recommended by the same office with violating the same Act as he allegedly failed to prevent the violation committed or perform decisive action against his subordinate who allegedly committed said violation.
The resolution of the Prosecutor’a Office stemmed from the complaint filed by a fellow City Government employee. The complainant as stated in the information made this June 2025 accused that the POSD employee sometime in November last year performed acts and uttered words that invaded her personal space or threatened her personal safety.
Complainant allegedly went near her and leaned against her saying “Oh Matet, tignan mo ang tagiliran mo, taba-taba.” He put his hands on his own chest and squeezed them saying “Ni Matet, awan kastoy mo!” (Hey Matet, you don’t have these).
A complaint was also filed against the head of the POSD. He was charged of violating the “Safe Spaces Act” by failing to fulfill his duty to prevent or deter performance of acts of gender-based sexual harassment in the POSD office; failing to disseminate or play at in a conspicuous place a copy of the RA 11313; failing to provide measures to prevent gender-based harassment in the workplace; failing to create an independent internal mechanism or a committee to address or investigate acts of sexual harassments; and failing to provide or disseminate in consultation with the people in the workplace a code of conduct or a workplace policy.
In the complaint, the lady employee also stated that she has been a subject of mockery by the accused in their work-related messenger group chat. She was also confronted and accused of stealing and tampering their office tablet. Because of these, she was isolated from her workmates.
The complainant also alleged that sometime in December last year, the accused sexually harassed her. Accordingly, she was standing in front of the office printer when suddenly, she felt a hand brushed against her back. The complainant faced the accused who is their head in their office at the Baguio market area wherein the latter poked her lower front area with a ball pen.
The complainant said “Ang bastos mo ngay Sir Allan!, Babae din ako!” But the man just laughed and did not apologize.
Before that, the said office head while in a drinking session called the complainant through her work colleagues and had been instructing her to entertain him and her drinking buddies.
