Only four of 65 real estate developers flagged by the Cebu City government as potential contributors to lowland flooding submitted their flood-mitigation plans before the 20 August deadline, city officials revealed Wednesday.

Kenneth Siasar, chief of staff to Mayor Nestor Archival, said the city Department of Engineering and Public Works sent formal notices to all 65 developers operating in the area.

Despite receiving the letters, almost all missed the deadline. City records show La Paloma submitted its documentation 19 August, followed by Monterrazas and Amari Residences on 20 August.

Apple-One submitted its response late on 24 August.

Siasar cited that while delivering the letters to the 65 developers went smoothly, securing their required compliance proved far more difficult, though several firms have requested extensions.

The municipal review requires developers to provide design details and operational records of their detention ponds, catchment basins and stormwater management systems.

City engineers are auditing upland housing and commercial developments to determine whether adequate facilities exist to retain rainwater on-site, or if unchecked runoff is overwhelming downstream communities.

Archival set a 27 August deadline to compile all submitted data for a public report. City hall warned that developers continuing to ignore the directive face referral to the City Legal Office for formal legal action.
