Connectivity not a luxury during disasters
“Connectivity is not a luxury during a disaster; it is a lifeline. When cell towers go down, or fiber cables are damaged, we need other ways to keep our people connected,” DICT Secretary Henry R. Aguda said.
Satellite-to-mobile technology allows compatible mobile devices to connect directly to satellites that function as “cell towers in space,” providing an alternative communications link when conventional cellular networks are unavailable.
Users need compatible phones with updated software and an open area with a clear view of the sky for stronger signal reception. Devices can automatically connect when regular mobile networks are unavailable.
The technology does not require additional applications and instead works through built-in device capabilities, providing another communications option during earthquakes, typhoons, major power outages and other emergencies.
Already been deployed
The technology has already been deployed during disaster response operations.
Following the magnitude 7.8 earthquake that affected parts of South Cotabato, Sultan Kudarat and Sarangani, Globe and Starlink deployed satellite-to-mobile connectivity to support emergency communications while traditional networks were being restored.
“Satellite-to-mobile technology does not replace our existing telecommunications infrastructure. It complements and strengthens it by providing another layer of resilience, especially when our communities need connectivity the most,” Aguda said.
The DICT said satellite-to-mobile technology could also help expand connectivity in geographically isolated and disadvantaged areas, where access to conventional telecommunications infrastructure remains limited.
Apart from emergencies, satellite-based connectivity could help bridge coverage gaps and widen access to digital services, information and economic opportunities in underserved communities.
No Filipino should be left behind
“Our goal is simple: No Filipino should be left behind because of where they live or because a disaster disrupted their connectivity. We must use every available technology to keep our people connected, informed, and safe,” Aguda said.
The DICT said the adoption of emerging connectivity technologies, alongside partnerships with the private sector, forms part of efforts to build a more resilient telecommunications environment and maintain communications during emergencies.
