MISAMIS ORIENTAL — The Department of Human Settlements and Urban Development (DHSUD) has officially ratified the Comprehensive Land Use Plan (CLUP) of Cagayan de Oro for 2024 to 2032, providing the legal framework for the city's balanced and sustainable development over the next decade.

The approval was formalized through DHSUD Department Circular No. 2026-015, signed by Secretary Engr. Jose Ramon P. Aliling, following a comprehensive technical review and validation process.

The ratification affirms the city's long-term vision of becoming a strategic development hub in Mindanao, guided by good governance and supported by an empowered citizenry in a safe and sustainable environment.

"This milestone ensures that Cagayan de Oro's growth follows national standards and aligns with environmental protection, disaster resilience, and orderly urban expansion," the DHSUD said.

The CLUP was prepared by the Cagayan de Oro City Development Council and the City Planning and Development Office. It underwent public hearings, multi-sectoral consultations, and review by the Regional Development Council-10 before receiving endorsement for national approval.

The plan adopts a multi-nodal development strategy aimed at achieving balanced growth through the efficient allocation of land and resources. It identifies nine key development areas: the North Coast/Coastal Protection Zone, East Coast/Agro-Industrial Zone, Central Gateway, Downtown Business District, Midtown, Port Area, Highlands/Eco-Tourism Zone, Land Expansion Areas, and Current Development and Potential Growth Zones.

DHSUD said the plan complies with national standards and regulatory requirements under Republic Act 11201 and the Local Government Code.
