Housing satisfaction rises as DHSUD expands programs

Public satisfaction with the Marcos administration's housing program for low-income Filipinos improved in the first quarter of 2026, according to the latest Social Weather Stations survey, as the Department of Human Settlements and Urban Development (DHSUD) reported gains in dispute resolution and land titling.
The First Quarter 2026 SWS National Survey, conducted from 24 to 31 March, showed satisfaction with the government's housing program for the poor rising to a "good" +45 from a "moderate" +38 in November 2025, a seven-point increase.
DHSUD Secretary Jose Ramon Aliling said the results reflect the government's efforts to expand housing opportunities under President Ferdinand Marcos Jr.'s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.
Since assuming office in May 2025, Aliling has expanded the housing program beyond condominium-type projects to include rental housing, horizontal developments, the revived Enhanced Community Mortgage Program and Presidential Proclamations.
DHSUD settles homebuyer complaints
The agency also said it has resolved 1,174 complaints filed by homebuyers against property developers through mass conciliation sessions launched in May.
The sessions, held at the DHSUD Central Office in Quezon City and in Calamba City, aim to provide faster and more accessible dispute resolution. Similar programs have also been rolled out in DHSUD regional offices.
Antipolo residents receive land titles
Meanwhile, about 460 members of the Sitio Sto. Niño de Pasig Homeowners Association Inc. in Antipolo City received individual Transfer Certificates of Title under the Enhanced Community Mortgage Program on Thursday.
The beneficiaries, many of them now senior citizens, secured ownership of their properties nearly four decades after they first sought land titles.
The awarding ceremony was attended by Aliling, Rizal Gov. Nina Ricci Ynares and Social Housing Finance Corp. President Federico Laxa.
Last week, the Presidential Commission for the Urban Poor conferred the Bayani ng Urban Poor Award 2026 on Aliling for his contributions to urban poor communities and sustainable human settlements. Naga City Mayor Leni Robredo also described the administration's housing program as an "aggressive" effort to address the needs of homeless and underserved families.
