US fraud suspect Herbert Leon Kimble, wanted by the FBI for allegedly orchestrating a $2 billion healthcare scam involving unnecessary orthopedic braces billed to Medicare, has been arrested in Pasig City and deported by Philippine authorities, who stress the country will not be a sanctuary for international fugitives.
Police arrested two wanted persons in separate operations in San Nicolas and Dingras, Ilocos Norte on 5 August, authorities said.
In San Nicolas, a 25-year-old man was arrested at around 10 a.m. in Barangay 3, San Ildefonso by personnel of the San Nicolas Municipal Police Station, with assistance from the Regional Intelligence Unit of the Police Regional Office 1 Regional Intelligence Division, the Provincial Intelligence Unit, the 101st Maneuver Company of the Regional Mobile Force Battalion 1, and the INMARPSTA Unit.
The arrest was carried out by virtue of a warrant issued on 16 July 2026 by the Regional Trial Court in Aparri, Cagayan.
The suspect is facing a charge of violating Section 11, Article II of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, under Criminal Case No. 11-18824. The court recommended bail of ₱200,000.
After his arrest, the accused was taken to the San Nicolas Municipal Police Station for documentation before being turned over to the issuing court.
Meanwhile, a 52-year-old married man was arrested at around 8:18 p.m. in Barangay Foz, Dingras, by virtue of a warrant issued by the Municipal Circuit Trial Court of Dingras-Marcos, Ilocos Norte.
The warrant, dated Sept. 30, 2002, stemmed from a charge of direct assault upon a person in authority under Article 148 of the Revised Penal Code, docketed as Criminal Case No. 6904-D. The court recommended bail of ₱12,000.
The accused was taken to the Dingras District Hospital for a medical examination before being brought to the Dingras Municipal Police Station for documentation and turnover to the issuing court.
Police did not release additional details on the two cases.
The arrested individuals are presumed innocent unless proven guilty beyond reasonable doubt in court.
