Filipinos can now monitor government fund disbursements through COMPASS

Filipinos can now monitor the actual disbursement of funds for government projects after the Department of Budget and Management (DBM) on Friday launched the Centralized Open Monitoring Platform for Appropriations and Spending Statistics (COMPASS).
The online platform consolidates thousands of budget release records and trillions of pesos in government spending into a single portal, making budget information more accessible, understandable, and actionable for the public.
President Ferdinand Marcos Jr., who led the launch of the platform at Malacañang, said COMPASS is intended to strengthen transparency and accountability in government.
"Today, we take another step in that direction with the launch of the DBM-COMPASS. Like a compass that points the way forward, the platform allows our people to see and track where their hard-earned money goes," Marcos said.
"By making budget and financial information more accessible, understandable, and actionable, we invite citizens to become active partners in governance," he added.
The President said transparency and accountability must be embedded in every stage of governance, from planning and budgeting to procurement, implementation, and project evaluation.
"Every department must align its budgets with national priorities. Every agency must strengthen procurement, reporting, and implementation. Every public office must be prepared to show where the funds went and what they have achieved in improving the lives of every Filipino family," Marcos said.
During the event, the President also unveiled the updated Philippine Public Financial Management (PFM) Reforms Roadmap 2024–2028, which outlines 18 priority fiscal reforms.
According to the DBM, the roadmap, themed "Propelling Transformation: Achieving Prosperity," aims to strengthen the country's public financial management framework to improve the delivery of government programs and services.
The agency said a stronger public financial management system would enhance accountability, efficiency, and transparency while helping ensure the timely delivery of public services, infrastructure, and social assistance.
"It determines whether schools are built on time, whether hospitals are equipped, whether farmers and fisherfolk are supported, whether infrastructure projects are completed efficiently, and whether assistance reaches its intended beneficiaries," Marcos said.
