Laoag mayor calls for stronger police visibility following fatal motorcycle crash

Mayor James Bryan Alcid has called for increased police visibility along major roads in Laoag City, Ilocos Norte following a fatal motorcycle crash involving two minors, saying authorities are investigating reports that the incident may have been linked to illegal drag racing.
Speaking in an interview, Alcid said he had directed the Philippine National Police to look into the incident, noting that an innocent motorist was reportedly caught up in the situation.
"We have instructed the PNP to conduct an investigation," Alcid said. "We have to strengthen police visibility along the major stretches of Laoag City."
He acknowledged, however, the challenge faced by law enforcement, saying officers often arrive after racers have already dispersed.
"The problem is, when the police arrive, the racers are long gone. And when the police leave, they start again," he said.
Alcid also appealed to residents to immediately report suspected illegal drag racing, particularly when minors are involved, so police can respond promptly.
He said the concern extends beyond those participating in the activity, stressing that innocent road users could also become victims.
Police records show that at about 12:40 a.m. on June 20, officers responded to a fatal vehicular traffic incident along the Laoag-Suba-Paoay Road in Barangay Balacad.
Initial investigation found that a Yamaha Mio driven by a 17-year-old minor was traveling southbound, while a Suzuki Raider, also driven by a 17-year-old minor, was heading northbound. Investigators said the southbound motorcycle allegedly encroached into the opposite lane, resulting in a head-on collision.
Both riders, who were wearing helmets, were rushed to Governor Roque B. Ablan Sr. Memorial Hospital but were declared dead on arrival. The motorcycles sustained damage and were taken into police custody for documentation and further disposition.
