The Department of Health (DOH) on Monday, 9February, said it is looking to implement zero-balance billing (ZBB) for PhilHealth direct contributors.
Health Secretary Ted Herbosa said hospitals may be ordered to set aside and allocate special areas for direct contributors, particularly working- and middle-class members, who wish to avail themselves of zero-balance billing. He explained that this move aims to expand access to hospital services without out-of-pocket expenses.
PhilHealth direct contributors are members who regularly pay their monthly contributions.
The DOH added that the policy will be implemented through a memorandum circular, which will direct 87 hospitals to comply with the planned guidelines.
