The Bulacan Police Provincial Office (BPPO) on January 15 destroyed a total of 1,654 confiscated open pipes and modified mufflers in a bid to address noise pollution complaints from residents.

The destruction was carried out at Camp General Alejo S. Santos in Malolos City as part of the enforcement of Provincial Ordinance No. 026-2016, which regulates noise pollution in the province.

BPPO Provincial Director Angel L. Garcillano said the mufflers were confiscated by municipal and city police offices across Bulacan from 1 January 2025 to 8 January 2026.

Garcillano commended local police chiefs for the sustained enforcement effort, noting that the campaign’s success depended on coordination at the municipal and city levels.

“Our campaign against modified mufflers is consistent with existing laws and ordinances. Ito po ay pinagsama-samang sipag at pagpupursigi ng ating kapulisan sa pamumuno po ng ating mga chief of police sa mga municipal at city police station level,” he said.

The BPPO, together with the Provincial Government of Bulacan, also recognized top-performing police stations for confiscating the highest number of illegal open pipes and modified mufflers. Pandi Municipal Police Station ranked first with 241 confiscations, followed by Plaridel MPS with 134, San Jose del Monte City Police Station with 125, Santa Maria MPS with 110, and Norzagaray MPS with 89.

Bulacan Gov. Daniel R. Fernando praised the leadership of Garcillano and the continued accomplishments of the provincial police force.

“Congratulations sa mga [kapulisan] natin [para] sa mga nahuhuli [at pagsasaayos] sa mga hindi po magagandang nangyayari sa ating lalawigan. ‘Yung aksiyon ng PNP ay napakahalaga po para sa atin, kaya PNP, ipagpatuloy niyo po [ito],” Fernando said.

The BPPO recently reported other enforcement gains, including the January 14 arrest of former police staff sergeant Ulysses Hernani Castro Pascual, identified as the leader of an alleged gun-for-hire group linked to the killing of Board Member Ramil Capistrano in 2024.
