NBI seeks dashcam footage for Cabral death probe

The National Bureau of Investigation (NBI) on Saturday appealed to motorists who traveled along Kennon Road in Tuba, Benguet, on Thursday, 18 December, to provide dashcam footage of the area where former Department of Public Works and Highways (DPWH) undersecretary Catalina Cabral was last seen alive.

The bureau said motorists who passed Kennon Road between 9 a.m. and 7 p.m. were urged to submit any relevant dashcam footage, particularly from Sitio Maramal Camp 5, Barangay 4, Tuba.

Cabral reportedly asked her driver to let her off at the area around 3 p.m. that day. When the driver returned around 5 p.m., Cabral was no longer at the location. He sought police assistance around 7 p.m.

Baguio police later responded to the scene and found Cabral at the side of the Bued River, 20 to 30 meters below the highway. A municipal doctor pronounced her dead at 12:03 a.m. on Friday.

Cabral was a seasoned bureaucrat recognized for her work in the “Women in Infrastructure” program. She was previously linked to alleged anomalies in flood control projects in Bulacan, with a plunder case scheduled for referral to the Office of the Ombudsman before her death.
