The National Bureau of Investigation (NBI) launched a cyber forensics investigation into a text scam using the Metropolitan Manila Development Authority’s (MMDA) name to trick drivers into paying fake traffic fines, NBI director Melvin Matibag said Thursday.

The fraudulent scheme targets motorists with SMS messages alleging violations under the No Contact Apprehension Policy (NCAP), directing them to a fake website designed to collect unauthorized fine payments.

Matibag said the bureau is collaborating with the MMDA and other government agencies to trace the network behind the fraudulent texts and fake portal.

“We will determine who is behind these text messages and the fake website. We will use all available cyber forensic tools to identify the perpetrators,” Matibag said.

MMDA chairperson Romando Artes, who formally requested NBI assistance, reported that nearly 200 motorists have fallen victim to the scam, paying fines despite having committed no traffic infractions.

Artes cited that the scam’s website closely mimics the layout and appearance of the MMDA’s official portal, making it difficult for the public to spot the difference.

He warned drivers not to click links contained in unsolicited text messages regarding traffic violations, stressing that the MMDA never sends payment links through random SMS.

Matibag urged motorists to exercise caution and verify any traffic notices exclusively through official government channels.
