The local government of Quezon City has denied the United People’s Initiative (UPI) permit to extend its protest rally at the People Power Monument along EDSA on Tuesday, citing violations of the original permit’s conditions.

This was issued despite a media invitation from UPI scheduling a press conference at the site Tuesday afternoon.

Ret. Gen. Elmo San Diego, head of the city’s Department of Public Order and Safety, informed UPI Executive Secretary Mark Dilson Bertuldo of the decision in a letter dated 17 November, a copy of which was furnished to DAILY TRIBUNE.

“We regret to inform you that this office cannot grant your request to conduct the said activity as you have violated one of the terms and conditions stated in the rally permit issued to you on 16 November 2025,” San Diego’s letter read.

San Diego added that during the 17 November UPI protest, several individuals who spoke on stage “incited” participants through speeches and banners “to the accomplishment of any acts of sedition, rebellion or insurrection.”

“This constitutes a clear and material violation of the conditions of the permit previously granted,” the letter stated.

The previous permits were valid only for 16 and 17 November, allowing UPI to use the area from 8 a.m. to 10 p.m.

When asked if the local government would still allow UPI to hold its scheduled press conference on Tuesday, San Diego confirmed the group’s request for 18 November had been denied.

“The Quezon City Police District has a copy of the denial (of permit). Dispersal if (UPI) does not comply,” San Diego said.
