QC permits rallyists at PPM on 30 November

The Quezon City local government gave a permit to the organizers of the Trillion Peso March rally on 30 November.

Ret. Gen. Elmo San Diego, Department of Public Order and Safety (DPOS) head, told the Daily Tribune that they also signed a Memorandum of Undertaking (MoU) with the Trillion Peso March Movement imposing conditions on the use of the People Power Monument (PPM) on Sunday, at the corner of EDSA and White Plains Avenue.

This includes that “no marching” will be carried out from White Plains Avenue to “any other areas.”

“No acts of rebellion, insurrection or sedition nor any incitement” from the rallyists is prohibited.

“Any such acts shall be ground for dispersal or apprehension in accordance with the provisions of the Revised Penal Code,” the agreement stated.

“(There is only) one rally permit approved or granted (for the use of) PPM. Trillion Peso March Movement is allowed to march at 6 a.m. to PPM,” San Diego said, noting that any activity at the EDSA Shrine is under the jurisdiction of the Eastern Police District.

He added that there are intelligence reports that the Duterte-linked Maisug group plans to join the rally.

“Haharangin sila ng QCPD (Quezon City Police District),” San Diego said. (“QCPD will block them.”)

On the other hand, QCPD Acting Director P/Col. Randy Glenn Silvio said they have already conducted a walkthrough inspection together with DPOS that assessed deployment areas, crowd management points, emergency access routes, and coordination lines to ensure full operational readiness.

“Partner agencies also discussed traffic flow, emergency response, and safety measures to maintain peace and order during the event,” Silvio said.

He added that they are now fully prepared as they have finalized their deployment plans, which include more or less 2,000 police personnel strategically assigned along key areas and routes to manage the expected volume of participants.

In addition, more than 1,000 personnel from the Quezon City local government will provide support in crowd management, traffic control, and medical assistance.
