

The intensified campaign against online sexual exploitation of children paid off after the National Bureau of Investigation-Violence against Women and Chindren Division (NBI-VAWCD) arrested one in Marilao, Bulacan.
The suspect was identified by NBI Director Jaime B. Santiago as alias “TISAY” and is set to be charged for violations of Republic Act No. 9208 as amended by R.A. No. 11862 (Expanded Anti-Trafficking in Persons Act of 2022), R.A. No. 11930 (Anti-Online Sexual Abuse or Exploitation of Children (OSAEC and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM), and R.A. No. 7610 (Anti-Child Abuse Law).
The operation stemmed from a referral by the Homeland Security Investigation (HSI) regarding Philippine phone numbers involved in Online Sexual Abuse and Exploitation of Children (OSAEC). According to the HSI, this referral was based on the arrest of a US citizen in Springfield, Massachusetts, by the US Federal authorities, for child exploitation crime.
Investigation conducted by NBI-VAWCD revealed the subject’s involvement in offering sexually explicit content involving minors and sending CSAEMs to foreign pedophiles.
Through surveillance, the subject’s address was identified and subsequently, NBI-VAWCD agents applied for a Warrant to Search, Seize, and Examine Computer Data (WSSECD), which was granted by the court.
Agents of NBI-VAWCD On 13 August 2025, with assistance from the HSI, NBI Digital Forensic Laboratory Division (NBI-FLD), NBI-Evidential Multimedia Division (NBI-EMD), CyberTIP IACAT Intelligence Agents, and Social Workers from Marilao, Bulacan Municipal Social Welfare and Development Office (MSWDO), proceeded to the address of the Subject in Marilao, Bulacan, to implement the WSSECD.
The operation resulted in the seizure of various gadgets used by the Subject in his online child sexual exploitation activities.
Consequently, NBI agents arrested the Subject and rescued five (5) minor children, one of whom was the subject’s niece.
The arrested Subject was presented for inquest proceedings for the above-stated violations, while the rescued victims were turned-over to the custody and protection of MSWDO for appropriate intervention and aftercare services.
