29 PNP officials reassigned in major reshuffle under Torre

At least 29 senior Philippine National Police (PNP) officials received new assignments in the first major reshuffle under the leadership of newly appointed PNP Chief Gen. Nicolas Torre III.

Among those reassigned, four were appointed as new directors of Police Regional Offices (PROs), following Torre’s Special Order No. NHQ-SO-URA-2025-4249, which took effect Thursday, 19 June 2025.

PBGen. Jack Wanky was designated chief of PRO 4A (Calabarzon), replacing PBGen. Paul Kenneth Lucas, who has been reassigned as deputy regional director of the National Capital Region Police Office (NCRPO).

PBGen. Ponce Rogelio Peñones took over Wanky’s previous post as director of PRO 6 (Western Visayas), while PBGen. Rolindo Suguilon, former officer-in-charge of the Criminal Investigation and Detection Group (CIDG), has been appointed director of PRO 10 (Northern Mindanao).

Meanwhile, PBGen. Joseph Arguelles is now the director of PRO 11 (Davao Region).

Other reassignments include PBGen. Lou Evangelista of PRO 1 (Ilocos), now moved to the Directorate for Logistics, and PBGen. Antonio Marallag Jr. of PRO 2 (Cagayan Valley), who was transferred to the Directorate for Operations.

In Metro Manila, PBGen. Arnold Abad was appointed as chief of the Northern Police District (NPD), covering Caloocan, Malabon, Navotas, and Valenzuela. PBGen. Randy Arceo will lead the Southern Police District (SPD), which includes Las Piñas, Makati, Muntinlupa, Parañaque, Pasay, Taguig, and Pateros.

PBGen. Romeo Macapaz, formerly the regional director of the Police Regional Office in the Bangsamoro Autonomous Region (PRO BAR), has been named the new chief of the CIDG, replacing Gen. Torre, who was appointed PNP chief earlier this month.

  • PMGen. Robert Alexander Morico II as chief of the Area Police Command–Visayas

  • PBGen. Frankie Candelario to the Directorate for Intelligence

  • PBGen. Jonas Amparo to the PNP Retirement and Benefits Administration Service

  • PBGen. Martin Defensor to the Finance Service

  • PBGen. Noel Vallo as chief of the Logistics Support Service

  • PCol. Felix Verbo Jr. as chief of the National Police Training Institute (NPTI)

  • PBGen. Melecio Buslig Jr. as deputy regional director for administration, PRO 4B (Mimaropa)

  • PBGen. Warren Gaspar Tolito as chief of staff, PNP Academy

  • PBGen. Glicerio Cansilao as director, Anti-Kidnapping Group

  • Col. David Poklay as director, Intelligence Group

  • PBGen. Christopher Abecia as director, Maritime Group

  • PBGen. Jason Capoy as director, Aviation Security Group

  • PBGen. Edwin Quilates as director, Drug Enforcement Group

Gen. Torre said the reshuffle was aimed at positioning key officials for more effective leadership and operational performance. He urged the newly appointed officials to carry out their duties with fairness, professionalism, and integrity.
