Metropolitan Manila Development Authority (MMDA) general manager Nicolas Torre III has taken a one-month leave of absence as the Land Transportation Office (LTO) investigates traffic violations involving his privately owned vehicle, the agency announced Tuesday.

Torre volunteered to take the leave effective 8 September to step away from his post during the inquiry, according to MMDA chairperson Don Artes.

Artes clarified that Torre’s leave is voluntary and not a preventive suspension, citing that he lacks disciplinary authority over the general manager because Torre is a presidential appointee.

Artes added that his authority to issue a suspension applies only to internal administrative investigations conducted by the agency.

“Since the LTO is investigating him, there is no reason for me to suspend him,” Artes said.

The LTO is investigating Torre’s SUV after it was spotted using the restricted EDSA Busway while bearing MMDA markings and a license plate registered to a different government vehicle.

It has also initiated actions against the SUV’s driver. Torre previously paid P14,000 in fines for traffic infractions related to the incident.

In a statement, the MMDA said it respects Torre’s decision to step aside temporarily and stressed that Artes maintains “full trust and confidence” in Torre’s performance and leadership within the agency.

However, the agency reiterated that traffic rules apply equally to all public servants.

“No official, regardless of position or rank, is exempt from traffic laws and policies enforced to maintain order on major thoroughfares,” the MMDA said.
