Torre-owned vehicle violating busway rules under LTO probe

THE Metropolitan Manila Development Authority has surrendered an official agency patrol vehicle to the Land Transportation Office after receiving a show-cause order over unauthorized entry into the EDSA Busway and the use of mismatched license plates.

  • Metropolitan Manila Development Authority (MMDA) general manager Nicolas Torre III is facing investigation by the Land Transportation Office (LTO) following allegations of illegal EDSA Busway usage and operating a vehicle with an improper license plate.

    The inquiry centers on a recorded incident in which an MMDA patrol car assigned to Torre was filmed driving along the restricted bus lane.

    The LTO launched an investigation after discovering that the plate attached to the vehicle appeared to belong to a completely different agency vehicle.

    In response to an LTO show-cause order, Torre surrendered the patrol car, which has since been impounded by authorities.

    The driver’s license associated with the incident has also been suspended while the regulatory body investigates violations concerning unauthorized busway access and license plate misuse.

    MMDA chairperson Don Artes confirmed Torre’s ownership of the vehicle shown in the video and noted that the agency will not interfere with the proceedings.

    The LTO warned that it will pursue administrative action regarding the unauthorized plate substitution and improper vehicle use regardless of government ownership.

    Torre defended his entry into the restricted lane, stating he was on official duty inspecting traffic near the EDSA-Guadalupe Bridge and responding to a stalled vehicle.

    He remains in his post while the LTO determines the appropriate penalties.
