  • Nanawagan si Senador Loren Legarda ng mas matibay na proteksyon at suporta para sa kultura at pagkamalikhain ng mga Pilipino kasabay ng pagdiriwang ng Philippine Creative Industries Month ngayong Setyembre.

    Binigyang-diin ni Legarda na ang paglago ng creative economy ay dapat maghatid ng mas maraming oportunidad, matatag na kabuhayan, at mas malawak na merkado para sa mga artist, artisan, cultural worker, at creative entrepreneur. Ang tema ngayong taon ay “We Are a Creative Nation,” alinsunod sa Republic Act No. 11904 o Philippine Creative Industries Development Act na kanyang inakda.

    Ayon kay Legarda, ang Filipino creativity ay hindi lamang talento na dapat hangaan kundi mahalagang pinagkukunan ng trabaho at kabuhayan. Aniya, kailangang matiyak na nakikinabang ang mga taong nasa likod ng musika, pelikula, crafts, disenyo, kuwento, pagkain, at mga tradisyon ng bansa.

    Batay sa datos ng Philippine Statistics Authority, umabot sa ₱2.12 trilyon ang creative economy ng Pilipinas noong 2025, 6.9 porsyentong mas mataas kumpara sa ₱1.98 trilyon noong 2024. Katumbas ito ng 7.6 porsyento ng GDP at nakapagbigay ng suporta sa 8.71 milyong trabaho.

    Gayunman, iginiit ni Legarda na mahalagang matiyak na nararamdaman mismo ng mga creator ang benepisyo ng paglago ng industriya. Dapat magkaroon ng sapat na kita at mas maraming oportunidad ang mga artisan, musikero, filmmaker, designer, artist, at iba pang creative worker upang maging matatag ang kanilang karera.

    Bilang chairperson ng Senate Committee on Culture and the Arts, matagal nang isinusulong ni Legarda ang pagsasabay ng cultural preservation at economic opportunities. Noong 2016, sinimulan niya ang National Arts and Crafts Fair upang mabigyan ng pambansang plataporma ang mga lokal na artisan at cultural communities at matulungan silang makahanap ng mas malawak na merkado.

    Naghain din siya ng ilang panukalang batas sa 20th Congress, kabilang ang Department of Culture Act, Philippine Culinary Heritage Act, Philippine Indigenous Writing Systems Act, Philippine Music Industry Act, at Philippine Rondalla Training Program Act. Isinusulong din niya ang pagpapalakas ng Schools of Living Traditions upang maipasa sa susunod na henerasyon ang katutubong kaalaman, kasanayan, at tradisyon.

    Ayon kay Legarda, hindi sapat ang pagkilala at parangal upang mapalakas ang creative sector. Kailangan din ng mga artist at cultural worker ng access sa training, proteksyon sa kanilang mga likha, financing, mas malawak na merkado, at mga institusyong susuporta sa kanilang pag-unlad.

    Binigyang-diin niya na magkaugnay ang pangangalaga sa kulturang Pilipino at pagpapalakas ng creative economy. Sa pamamagitan ng sapat na suporta at oportunidad, maaaring magkaroon ng matatag na kabuhayan ang mga creator habang napapanatili ang mga tradisyon, kaalaman, at kasanayang nagbibigay ng natatanging pagkakakilanlan sa kulturang Pilipino.
